Online Schools: Santorum's shifting views on education

Follow Scott Tady on Twitter.
WASHINGTON -- Republican presidential candidate Rick Santorum is scornful of the government's hand in public education, saying schooling is the task of parents and pointing out that he and his wife have home-schooled their seven children.
Yet back when Santorum was a senator from Pennsylvania, he got a Pittsburgh-area school district to help pay tens of thousands of dollars in tuition for his children to receive online schooling.
It's a bit of history that's unknown to most of those now hearing Santorum pitch for conservative votes he needs to overtake GOP frontrunner Mitt Romney.
Santorum says he wants to dramatically curtail the role states and the federal government play in running schools.
"Not only do I believe the federal government should get out of the education business, I think the state government should start to get out of the education business and put it back with the local and into the community," Santorum said in a recent debate in Arizona with his GOP rivals.
He mocks America's schools as "factories" that stand as "anachronistic" relics of the Industrial Revolution and says he would home-school his kids in the White House if he becomes president. The Los Angeles Times dubbed him perhaps "the most prominent" home-schooler in America.
In the fall of 2004, Santorum's use of tax dollars to pay for his kids' home schooling became controversial because his family was primarily living in Leesburg, Va., an outer suburb of Washington. Following a local newspaper report, the Penn Hills School District near Pittsburgh tried to recover about $73,000 that it contended the state wrongly sent to an Internet-based charter school because although the Santorums owned a house in the school district, they were living out of state. The Pennsylvania Education Department in 2006 agreed to pay the district $55,000 to settle the dispute.
The cyberschool controversy dogged Santorum through his 2006 Senate re-election bid and contributed to his 18-point loss to Democrat Bob Casey. Santorum's campaign did not respond this week to questions about his family's online instruction, and it's not known whether his children received teaching at home in addition to what they got online.
The Santorums withdrew their children from the cyberschool and resumed home schooling after Penn Hills officials complained about the tuition payments. Students in cyberschools log onto computers to access their assignments and teachers.
The National Home Education Research Institute, which specializes in home-school research, estimated in spring 2010 there were more than 2 million home-schooled students, about 3 percent of the school-age population. Brian D. Ray, president of the institute, said while he didn't know what percentage of those students use online charter schools, he has watched it grow significantly over the past five years.
Pennsylvania law requires school districts to pay for resident students who enroll in cyberschools, and Santorum at the time of the controversy said the Penn Hills house was his family's legal residence and that he paid taxes for it.
Erin Vecchio, a former Penn Hills school board member and former head of the local Democratic committee, at the time questioned whether it was proper for the school district to pay the cyberschool tuition for five of Santorum's children because they spent most of their time at his home in Virginia. She said Santorum should have reimbursed the district for the tuition costs.
"He should have been held accountable for that money, but he wasn't," Vecchio said in a recent telephone interview with the AP. "When he found a program that he could use to his advantage, he used it. That's the thing with Rick Santorum."
Vecchio said the fight over Santorum's residency was ironic, given how Santorum had made challenging the residency of Democrat Doug Walgren a key campaign issue when he toppled the incumbent and won his House seat in 1990. Santorum slammed the seven-term representative for living with his family in McLean, Va.
Santorum and his wife, Karen, now own a home in Great Falls, Va., an affluent Washington suburb. They moved there after Santorum's 2006 Senate loss.
Acknowledging that its own rules were confusing, the Pennsylvania Education Department in 2006 agreed to settle the dispute by repaying the district. The state Education Department said the money was not a reimbursement, but an acknowledgment that the department gave conflicting rules about when a district can challenge the state's decision to withhold cyberschool tuition fees from the district.
On the campaign trail, Santorum's candidacy has been boosted by Christian home-school advocates, evangelical pastors and tightly knit networks of conservative activists who helped him win Iowa's leadoff caucuses and a three-state sweep of contests on Feb. 7. Limited government has been a big part of his pitch.
Santorum now says he regrets voting for the sweeping No Child Left Behind education overhaul. He's called for a significantly smaller Education Department but would not eliminate it. He's also criticized early childhood education programs as an attempt by government to "indoctrinate your children."
Santorum says government can only do so much to educate kids, and that parents bear the prime responsibility.
"Yes, the government can help," Santorum said during a recent stop in Ohio, which holds a key contest in the upcoming March 6 Super Tuesday contests. "But the idea that the federal government should be running schools, frankly much less that the state government should be running schools, is anachronistic."
He said it dates from the nation's industrialization, "when people came off the farms where they did home-school or have the little neighborhood school, and into these big factories, so we built equal factories called public schools. And while those factories as we all know in Ohio and Pennsylvania have fundamentally changed, the factory school has not."

First Non-Degree Renewable Energy Program in North America

North Carolina State Solar CentreThe North Carolina Solar Centre is launching the Certificate in Renewable Energy Management (CREM) in March 2012 and is offering its Renewable Energy Technologies Diploma Series online.
Renewable energy and energy efficiency activity in North Carolina have been booming since the Renewable Energy and Energy EfficiencyPortfolio Standard passed in the summer of 2007. In 2011, North Carolina’s clean energy sector employment grew by 18 percent from 12,500 employees in 2010. Meanwhile, participation for NC Solar Centre’s photovoltaic training alone increase by 248% in 2010 as compared to the number of PV class participants in 2006.

The boom in the renewable energy industry has matured to involve more non-technical personnel who don’t necessarily have a renewable energy background. With tax credits and other incentives available, project development has become more competitive – and complicated. The Solar Centre is offering this Certificate to help advance the market.
The Certificate in Renewable Energy Management (CREM) is a 40-hour hybrid program offered with both online and on-site components to maximize class communication and networking opportunities. Supported in part by Southern Energy Management and the Department of Energy’s Solar Instructor Training Network, this non-credit certificate program will be offered from March to May, and is the only non-degree program of its kind in North America that includes topics to help develop commercial-scale projects. A group project to be presented at the last day of class is required to complete the course.

The program is also taught in alignment with the North American Board of Certified Energy Practitioners (NABCEP) Task Analysis for PV Technical Sales so that taking this in combination with our installer classes and other NABCEP requirements gives participants eligibility to sit for the NABCEP PV Technical Sales Examination.

The focus of the CREM program is tri-fold: Technology, Finance and Policy. These areas are the main drivers that move the renewable energy industry forward. Topics include:
  • Overview of solar electric, solar thermal, wind, and other renewable energy technologies
  • Renewable energy policy landscape (learning to navigate the Database of State Incentives for Renewables and Efficiency
  • Introduction to definitions, identifying revenue streams and financing options, and risk management and contract structuring
Elective topics on marketing, sales and understanding the utility will be offered.  Over 44 hours of topics are available, but one need only take 40 hours to earn the certificate. The more technical weeklong workshops under the Renewable Energy Technologies Diploma Series that are geared for installers are also available and can help give a more in-depth understanding of specific technologies.

The first online photovoltaic workshop is scheduled for April to May and will run for six weeks, including five hours a week of live, online classes, which is also recorded so it can be downloaded at a later time. Those who wish to get hands-on training can take the one-day, hands-on Solar workshop that will be offered throughout the year.

For those who are interested in shorter courses, one to two day workshops are available. Visit  where you can view of a list of training and events.

Created in 1988, the North Carolina Solar Centre, as part of the College of Engineering at North Carolina State University (NCSU), worksclosely with the renewable energy industry and state and local governments. It manages and maintains the NCSU Solar House and serves as a resource for innovative, clean energy technologies through research and demonstration, technical assistance, education, outreach and training. It also administers the Database of State Incentives for Renewables & Efficiency (DSIRE), a resource identifying financial incentives and policies.

The 35 Best Online Colleges and Universities

Online Colleges and Universities

Twenty years ago, the only way to obtain a college education was to do it the old fashioned, and expensive way.  Admittance to college came through the submission of an application through the mail (and usually with a check of $50 or more) and after completing your four year, 120 credit degree, you’re provided a piece of paper confirming your accomplishment.  These days however, a college education can come in the form of an online college and you can earn your college degree from the comfort of your own home.

Because colleges are now online, you aren’t restricted to a certain few located in the area you currently live.  There are hundreds of online colleges at your fingertips and to get you started on the right foot in your search, we’ve listed the best 35 online colleges and universities below.  Unfortunately, our rankings are somewhat primitive, having never attended any of these schools but based on solid research and the recommendation of others, we’re confident the list is a strong one.

The curriculum changes are designed to provide a better learning experience by offering a broader range of topics and updating course content to ensure its continued relevancy in today's job market. The revised programs also offer increased flexibility and credit transferability, which can help reduce the time and cost of finishing a bachelor's degree.
"As we regularly do with all of our degree programs, we reviewed and revised our Bachelor of Science programs to ensure they remain relevant with today's educational and on-the-job requirements," said Feranda Williamson, EdD, dean of Capella's School of Undergraduate Studies. "We've updated individual course content, but also added courses to provide students with greater flexibility, choice, and convenience. In the process, we were also able to restructure the courses to help students from community colleges and other associate degree programs maximize the credits they receive for coursework already completed, which can help reduce the time and cost of completing their bachelor's degree."
Degree enrichment options reduce costs and expand educational and career opportunities Capella also offers a variety of degree enrichment options that make it more affordable for many students to add value to their bachelor's degree, or pursue a master's degree. In many bachelor's specializations, for example, students can increase their knowledge and career options by adding concentrations or additional specializations to their program.
For those who wish to pursue a master's degree, the online university's bachelor's-to-master's tuition discount program provides a discount on Capella master's degree credits to graduates of Capella bachelor's degree programs.
